Enable right-click in Access with pre-existing start-up security

I feel silly posting this question, as I am sure the answer is fairly
easy. However, as I have become exhausted in searching on my own, I
must seek aid from my peers.

I recently took a position where I spend a good deal of time
developing new features for outdated internal Access (2003) database
applications. Some of the applications I have been able to expand
without overriding the start-up security that was implemented by
previous programmers. However, I now need to get to the conditional
formatting screen, and I can not for the life of me figure out how to
re-enable right click. I use the shift+enter override when opening the
database, but it has no effect. There are no menus on the top bar, and
Shift+F10 does nothing for me either. I know how to implement these
security features in new databases - I just can not figure out how to
get back to the security/startup screen when right click, top menus,
and override keys are disabled.

If anyone could please provide me with some assistance on this matter,
it would be greatly, greatly appreciated. Thank you in advance!

Not an expert, but when you hold shift key down to open (or hold shift key
down as you click on OK with password entered) then open the tools -> startup
menu. Short cut menu bar should be (default) and allow default short-cut
menu should be checked. Are you saying you've done that and it doesn't work?
If so, someone else will have to answer.

If shift+enter has no effect then make sure you aren't working with an
mde (probably not, but something to check first). If this is an mde,
then you are more or less SOL for making any changes to any code.

HOWEVER, it sounds as if the Shift Bypass Key property has been set and
is locking you out of getting into design view. I think that Albert
Kallal may have some code to help you.
