emailing pictures

I don't know if there is a particular program I need to
be able to reduce the size of photo for emailing or not.
I have 2 photo programs that are not microsoft programs
but I can not seem to find a way to reduce the size of my
photos with them. Is there a feature in WindowsXP for
this or do I have to purchase a Microsoft or other type
of program?
The programs I do have are PhotoImpact 8 and HP
Photosmart. I don't expect anyone with Micorsoft to be
able to help me with those programs but I'd just like to
know if there is a way to reduce the size with some
feature of XP? I'd like to change them to .jpg formats. I
don't have a clue as to what they are now.
Thanks for any help with this as it is taking a very long
time for me to send just for 1 or 2 pictures in a message
with Outlook Express without being able to change them
to .jpg.

if you right click your photo,send to/mail recipitent
you should have a box that opens asking you if you want
to resize your picture,if not go onto the microsoft
website type in powertoys and look for the image resizer
its free and it works well,hope this helps
