"Email" Shortcut in Start menu opens "Internet Properties" dialog

I just reinstalled Office 2003 over a fresh install of
Windows XP. Windows puts a shortcut for "E-Mail" in the
start menu, and it says "Microsoft Office Outlook" under
it. However, when I click the shortcut, the Internet
Properties dialog opens.

Under the "programs" tab of Internet Properties, MS
OFfice Outlook is selected as the mail program. However,
when I go to "Set Program Access and Defaults" Outlook is
not listed in the "choose a default email program"
section. Only Outlook Express is available as an option.

Finally, when I click on an email address on a web page,
Outlook Express opens instead of Outlook.

Does anyone have any thoughts? I have already
uninstalled and reinstalled outlook with no effect.
