Email on Contacts list wrongly moved to Junk Mail

My Mail Junk protection setting is 'Low' and under 'Safe Senders' I have
checked both '... my Windows Contacts' and '... people I email ...'. Yet
people from both groups regularly appear in Junk Mail. I have checked the
names ares,t in the Blocked list.

Is this a fault with the Junk filter?
