Email in Microsoft Outlook

How do I delete an item from the Outbox in Microsoft Outlook when this
message appears: "Outlook has begun transmitting this item"? For whatever
reason, Outlook is unable to send the email but I can't delete it either.
Outlook continues to try to send it but it never successfully transmits.
This has gone on now for several days.
