Email delivered into Contacts folder with Outlook 2003

When sending a message to a user, user seems to not receive the message. Upon
closer examination, the message was delivered to his Contacts folder.

Troubleshooting steps:
Created new profile and tested.---> same result
Started Outlook in Safe mode---> same result

Suggestions? Comments?

Answer:

A rule... There is a rule that the cust has specified to deliver all email
to the contacts folder... HMMM.....
