1 email not getting to outlook. delivered by Exchange

Email is "delivered" by exchange to a user. They never recieve it in outlook.
I do a get-mailboxfolderstatistics for the user and can see that the number
goes up when I send that message again. Outlook items count stays the same.

I have recreated the profile, tested on another machine, logged into OWA.
Still no email from this sender. The user has received emails from this
sender before. There is no spam,junk filter on the users machine. I have run
cleanrules,cleanserverrules,cleanview,cleanprofile. Weird problem over here.
Can someone shed some light on this.

Do you mean that you are also unable to receive the specific email in OWA? Please ask the sender sends a test email to you. Are you able to
receive it?

If the issue only occurs on the specific email, as you also didn't receive it in OWA, there should be something wrong in the email to be gotten
on the client application. Ask the sender to save the email as a *.msg file > attach it to a new test email > send to you. What is the result?
