E-mails ending up in the right mailbox

Greetings. I have the office using Exchange 2003. I have a couple of
users that need to be able to not only view another user's mailbox,
but they also need to be able to send/receive e-mail for both users
they monitor, and the mail needs to go to each mailbox respectively.
For example, I have an Admin account that also has a mailbox for it.
When I log into Admin, I open Outlook 97, and from there I also have
Admin2's mailbox open as well. I can send e-mail as either Admin or
Admin2, and all replies go to the appropriate mailbox, so that setup
works great. I have another situation that doesn't work so great. I
have a user that has her own Exchange Mailbox. She also administers
another account, we'll call it OTHER. She logs into the network using
her userid. When she opens Outlook 2002 she sees her Exchange Mailbox
and she also sees OTHER's Exchange Mailbox as well. From what I know,
I have her permissions and other security settings set EXACTLY in the
same manner as in the example I illustrated for Admin and Admin2.
Yet, when she sends e-mails to people that have mailboxes within on
our Exchange 2003 server, and selects the FROM to be from OTHER, the
recipient receives the e-mail just fine but it says "From OTHER on
behalf of...". When she sends it in the same manner to someone
external, it shows up just fine. That's kind of weird. Why does it
do it that way? The other thing is that when she sends an e-mail from
OTHER, if people reply to it, it goes back to OTHER as I would expect.
If the recipient's address is incorrect, or they have mailbox issues,
or something, the undeliverable error goes to her personal mailbox and
she is then given the opportunity to resend the e-mail. Even if she
specifically states that the Reply To address is OTHER, it still shows
as it being from her on the returned e-mail. This one is what I would
like to be resolved. I would like her to be able to see both her
personal and OTHER's e-mail, be able to send things from OTHER without
anything to do with "From...On Behalf Of...", and ALL replies go to
OTHER when she sends stuff out as OTHER. I hope this all makes sense.

Hi Craig,
Messages will show up with the "sent on behalf of" label when the
permissions were granted from the Outlook client such as a delegate. When
you want a user to send a message as another user and appear as if it was
actually from that user then the permissions need to be granted in the
Active Directory Users and Computers tool on the mailbox rights object. As
SMTP does not support the extra header information for the "sent on behalf
of" this is why external messages appear correct. I believe this will
resolve the reply issue as well.

Thank you for the response! I went into the OTHER account and "send
on behalf of" had her name in it, so I removed her from that section,
went into Permissions and gave her all but "associate external
account" priveleges. I then logged in as OTHER, went into Outlook
2002, and she is still shown as being a delegate, which is all right,
correct? I also have her as being Owner for Other's Mailbox, and
Owner of the Inbox. I don't know if those were necessary, but the
other scenario that works has it this way, so I thought it wouldn't
hurt. Is this all that needs to be done? Thank you for your
