Hi Dan,
You possibly disabled the Cryptography service by "tweaking"
XP using well intended but bad advice from a site or magazine.
1. Click Start / Control Panel / Administrative Tools / Services
Scroll down to "Cryptographic Services", double click it and
change Startup type to: Automatic and click the "Start" button.
2. If the problem persists, go to c:\windows\system32 and rename
the catroot2 directory to catrootold. Catroot2 might be too full.
3. Save and then Open the "DX9 Logo Error" patch on Line 189
for WinXP at:

5. Repairing Windows is our final option. Boot from your Windows
CD (you may have to press F12 while starting up, or change the
bootup order in your BIOS) and then follow the instructions at:

Contact your system administrator". Really? Microsoft directx 9.0b hasnt passed logo testing? Ive heard of gettign errors similiar
to this after installing some of the patches and i tried all those fixes but nothing helps. Is there atleast a hidden option disable
this digital signing logo stuff. Previously i had dx9.0a but I tried reverting it to 8.1 to see if that would help.
