DWT and Layers

I'm hoping this question is not too naive....

I created what I think are really nice pull down menus using layers which
will form the top of most of my web pages. I saved this page as a dwt, but
when I apply the dwt to any page, the layers are gone.

Do layers not work with dwt?

Any help would be appreciated!

Be sure to locate all the components of your menu in the non-editable region.

Well I'll be damned! The editable region was underneath a layer. Thanks for
the help.
