It just means for now to apply any DWT changes while working under the FP SE you will either have to:
- open all affected pages to apply DWT changes individually
- work locally under a Disc Based Web (not localhost) and publish to the FP SE server
- or publish to a DBW, apply your changes, and publish changes back to your FP SE web
The DWT automatic update is currently only supported under WSS or DBW
- the FP 2002 SE are older than the new DWT (and FP 2003) and don't support the DWT objects
