My dvd-rw won't read any disks. Same disks read on the other dirve. Is it
the time for new drive?
In device properties it says " This device is working properly ". Is it
possible to get this massage even the drive won't functioning.

Swap out the drive for a known-working one. If the test drive works, you
know the problem isn't with your computer. You can complete the test by
placing the original drive in another computer. If it has problems
there, you know the drive is toast and needs to be replaced.

Yes, it is common for Device Manager to report a drive as working when
it is not. Device Manager only shows that as far as Windows is
concerned, the drive is installed properly and found. It doesn't know
about whether the drive can read disks or not.

Anything I can do with out removing the drive?

No. Testing hardware failures most often involves swapping out suspected
parts with known-good parts. If you can't do the testing yourself
and/or are uncomfortable opening your computer, take the machine to a
professional computer repair shop (not your local equivalent of
BigStoreUSA).
