dvd/cd isn't recognized by Win XP but is installed

In Control Panel, System Folder/Hardware/Device Manager/DVD CD-ROM Drives/Hp
DVD Writer 400c [my burner]/Properties/Device Status/This device is working
properly. That's why I said it's probably a registry issue. I've
uninstalled and reinstall Nero, PowerISO, and reinstalled all my Drivers, and
still can't get my hp dvd writer / cd-writer combo [my burner] to recognize a
dvd/ced.

To resolve your issue, follow these steps:

1. Start Registry Editor (Regedt32.exe).
[Start > Run and type: REGEDIT , and hit enter]

2. Locate the UpperFilters value under the following key in the registry:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11­CE-BFC1-08002BE10318}

3. On the Edit menu, click Delete, and then click OK.

4. Locate the LowerFilters value under the same key in the registry:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11­CE-BFC1-08002BE10318}

5. On the Edit menu, click Delete, and then click OK.

6. Quit Registry Editor.NOTE: After you remove the Upperfilters value and the Lowerfilters value,
if you notice lost functionality in a particular program, such as CD recording software, you may need
to reinstall that software. If the problem recurs, consult with the software vendor for assistance.

7. Restart your computer.

Carey, your lower key value was the same as upper. I"ve deleted the upper
and I'm not sure what to do next.

Go to Start > Run and type in: devmgmt.msc
and press the Enter key. After the Device Manager
window opens, scroll down to your DVD/CD-ROM
drives, click the "+" to expand, then right-click on
your CD Drive and select Uninstall. You will
be prompted to reboot your computer, so reboot
and Windows XP will reinstall the CD Drive.

I'll do this, because I assume it's connected with your last instructions,
but these particulars were my first choice of behavior. I've uninstalled
Nero, PowerISO, ran a clean on the registry with CCleaner and registry
issues. Went where you're telling in Systems Folder, uninstalled both
dvd-rom and burner--twice--rebooted, ran CCleaner again, all Spy and Adware,
i.e. SpyBot, Ad-Aware, and ran my Norton antivirus, then shut down System
Restore so no virus could come back into XP on the reboot, then after
connecting System Restore after reboot, did Defrag in System Manage.
Reinstalled Nero and ISO, etc. All to no avail. That's why I think it's a
registry problem. I did a Destructive Recovery one week ago after doing the
same things. So, I don't want to go back to a Recovery for obvious reasons
until I know what it is that AGAIN plagues my system. I'll just end up doing
the Recovery, installing all applications again and then, because I use the
applications, such as Nero, PowerISO, and DivX Player quite often and it's
only a matter of time for whatever reasons that the same problem will happen
again. So, it be much easier if I couldt find out what's been altered in the
registry. Still, thanks for your help.

P.S. My hp dvd writer / cd-writer combo is working correctly. Somewhere in
my registry some command or whatever has been alter so none of my DVD/CD
hardware are getting the commands necessary to notice the burner. It turns
the disc repeatedly trying to find whatever would make the system kick in but
it can't find it. Bottomline, hardware is installed but Windows XP Home
Edition, short of another Recovery, can't read or find what it need to read
to take notice of the ever present hardware, i.e. hp dvd writer / cd-writer
combo (hp dvd writer 400c).

P.P.S. I gave you the post but it's not resolved yet. Do I re-post?
