Duplicate Network Connections Icons in Control Panel

I have Windows XP Home, with all current patches.
When I go into the Control Panel (classic view), I have two instances of the
Network Connections Icon. I would like to reduce that to just one.

An interesting difference, the right click menu on one gives me three
options: Open; Explore; Create Shortcut, and the right click menu on the
other only gives me two options: Open; Create Shortcut.

I checked, I only have one .cpl file in my System32 directory -- not sure
why I am getting this...
