Driver loaded/not loaded - is this normal?

I was looking at ntbtlog.txt (trying to get info on some Norton IS problems)
when I noticed these entries:

Loaded driver \SystemRoot\System32\Drivers\NDProxy.SYS
Did not load driver \SystemRoot\System32\Drivers\NDProxy.SYS
Loaded driver \??\C:\Program Files\Symantec\SYMEVENT.SYS
Did not load driver \??\C:\Program Files\Symantec\SYMEVENT.SYS
Loaded driver \SystemRoot\System32\DRIVERS\rdbss.sys
Did not load driver \SystemRoot\System32\DRIVERS\rdbss.sys

(Occuring in that order). Is this something that needs to be fixed?
Autoruns tells me that these drivers are not loaded. Any advice would be
welcome.

It looks like it is exclusively related to Norton. There may be options in
Norton that were set but not required or unnecessary when Norton runs. Do a
google or norton search for those drivers......... Sometimes, it is easier
to reinstall Norton.

I think only symevent.sys applies exclusively to Norton. The others are the
redirector driver and NDIS proxy. I don't know if they are related to my
problems with Norton - I've already tried completely removing Internet
Security and re-installing but no success.

I was curious to know why these drivers seem to be loaded at startup and
unloaded a few seconds later. Any ideas? Searching the registry finds
symevent.sys under:
HKLM\Software\Microsoft\Windows\CurrentVersion\SharedDLLs. I was surprised
to find a driver in this section.
