Downloading Programs with IE7

My box is set up as I am the Admin, but when I try to download any prograns
it goes through the process, save or run. Ive tried both but it doesnt save
to file nor run from temp folder. Im trying to learn (XP Pro Corp user)
Vista and give it a fair shot, but it seems like Im locked out of my own
computer! I use NOD32 as antivirus...
Any sugestions? Ill try anything before I 'burn down the house' and go back
to XP.

Start - All Programs - Accessories - System Tools - IE with no add-ins

Does that work? If so look in Task Manager when IE regular is running.
Also check BHO's and Running Processes in Defender.

If not think your Virus Software and Startup programs - MSCONFIG.
