Doesn't recognize Outlook 2000 pst file

When I try to import or open a pst file from Outlook 2000 I get the error
message: "FileName.pst is not a personal folders file."

I've created a new pst file that supports 97-2002 vintage pst files and
tried to import the file, and still get this message.

Help!!!
