Import to Outlook 2003 old pst file get error "file is not pst"

When trying to import or open a pst file generated by Outlook 2000 to my new
2003 SW, I get the error message "name.pst is not a personal folders file."
I've created a new pst file that supports 97-2002 pst files - same result.
Help!!!!!

Explain how you created and copied this file.
Are you sure it did not acquire a read only attribute?
Have you checked it for errors with the Inbox Repair Tool?
