Does DotNet Framework installer v1.1 ServicePack 1 contain v1.1 (without SP) ?

When I go to

there is the dotnetfx Installer for v1.1 Service Pack 1 for download.

It seems to that this download does NOT contain (cumulative) v1.1 (without SP).

Is there another version which already contains v1.1 + SP1 in one installer ?

By the way : The installer for SP1 seems to me language independent. Is this correct ?

Yes. You can install any language version of the .NET Framework on any
OS language version.
