Does anyone have the "lock toolbar" option for Outlook 2003?

I have a few toolbars in my Outlook 2003 - Norton Anti-Spam and Plaxo to be
exact. The problem is everytime I open the Outlook 2003 the tool bars line up
vertically on top of each other and do not stay where I put them. This is the
only Microsoft program out of many that I use that doee not have a lock tool
bar option to keep them in place. Does anyone else have this issue or does
anyone know a work around to keep them in place? Thank for the input! Charles
