How to lock toolbars in Outlook 2003??

I have Norton installed, and the toolbar never lines up with the Outlook one.
I can move the individual toolbars around, but cannot lock them, so next
time I open
Outlook the same thing happens.

That's the plugin that needs to be fixed. All plugins I use stay where I
put them; obviously Norton is incapable of doing that.

I suspect this may be a 'feature'
