\documents & settings\username folder Disappears on logout

What we are trying to achieve:
A generic account for public spaces that allows guests to access the
internet & print to networked printers without accessing our network drives
or knowing the password for the account
Allows staff from other offices to check their e-mail without logging in and
out, protecting their files if they fail to log out

Problem:
Randomly, more often than not, (usually after changing something that will
be in the user profile, such as adding a printer) or adding an outlook
profile, when the account is closed the C:\Documents and Settings\guest_enter
folder disappears and with it all settings we have created. This means that
the printers have to be reloaded and any other individualization

Specs:
Microsoft 2000 network
Windows XP Pro SP2 workstation
In Active Directory have a user account named guest_enter (not the real
name, just an example).
Account in active directory does not run the network login script
No access to network drives except one shared folder
Home directory is the network shared folder above

Do not create a user account on the workstation, just login as guest_enter
(so user does not have power user or administrative rights to the machine)
Workstation automatically logs into account when system rebooted via
settings in the registry
Outlook set up so that there is no password authorization in the logon
network security, so that anyone can access their e-mail logged in as
guest_enter

Any ideas of what's going on and how to overcome this?

Making guest_enter a guest account on the workstation does not help matters.

Makes me wonder if Guest accounts are setup to automatically delete the
profile, so that the next 'Guest' has a new profile. It would make sense.
You could just create a whole new user with a different name and that would
keep the profile settings. You could set the permissions necessary and the
printers
