Do TIME SERVERS "time-out"???

I noticed if I try to synch the time with a time server, if I do it to
frequently it will give an error or a time out error.

What frequency of updating/sychronizing my time is too often for most
time servers??

Too many "time servers" to answer your question. But the truth of the
matter is that if you need to synch your time more than once a day (and even
that sounds too frequent) - your system has an issue.
