Displaying comments in Word 2003

In previous versions of Word, you could see the text of a comment just by
putting the mouse cursor over its location, and the comment would show up in
a little yellow window. This was very handy, but it seems to be unavailable
in Word 2003. It has balloons, but I don't like them except when doing a
final review, so I turn them off, but then I can't see the comments without
opening the Reviewing Pane. Help, I want the little yellow windows back! Is
there some option I can turn on to see them?

Hi Rick,

From the Reviewing toolbar if you've set
Show=>Balloons=>Never the comment should
show on mouse over with Track Changes on or off.

Hi Rick,

Whether the comment appears as a screen tip when you hover over the commented text depends on the check mark in "Tools > Options > View > Screen Tips".

Nope. Checked everything, but comment still does not show. The mouse-over
works for comments in Excel, but not in Word.
