Diskquota blockes automatic creation of new account as well as Win

Disk Quota has been enabled and the default Windows setting for new accounts
is 1KB. For existing accounts this is not an issue since the system admin can
fix issues easily. I found a problem when installing Cogilab's SurfPass for
the kids to prevent malicious access to and from the internet. The
application asks Windows to create a new account, the system reboots but the
account cannot be created due to insufficient memory (diskquota 1KB). I
cannot log into Windows even in save mode it blocks the administrator login.
It first wants to create this account and keeps looping into the attempt
every 30 seconds with no way out. How can I stop the automatic creation and
fix the quota management first? My system is completely locked and even other
options such as safemode don't work. It is a real deadlock.

I need more specific information, can you step me through Exactly what its
doing step by step if possible and any verbatim messages. I can't tell if
the system is stuck in a bugcheck reboot situation in which case you may
wanna go here http://www.cogilab.com/us/faq_support/index.htm or if you are
locked out of the admininistrator account? If the latter, do other accounts
work, is it the same in safe mode with the accounts and finally can you log
on with administrator password with your 2000 CD in recovery console?
