disappearing "Links" toolbar

I've looked for a fix for this but haven't found one.

No matter how often I move my Links toolbar to where I want it (under the
address bar) and then lock the toolbars, it keeps disappearing, and I have
to go to View, Toolbars to see it again.
Can someone offer a permenent fix?
