disappearing document list & URL's

I've seen messages from people asking how to delete their browsing & document
histories. I have the opposite problem. Everytime I reboot the computer my
"recent document list" erases itself and when I close IE7, the list of
recently visited url's in the dropdown address bar disappears. All this
started happening about 2 months ago. Until then everything was fine.
Any suggestions?

The "ClearRecentDocsOnExit" may have been enabled. See:

I was very hopeful when I saw this answer but when I went to change the
"clearrecentdocs on exit" value, I saw that there was no such thing where you
said it should be. On the weekend I'll check out Tweak UI for Windows XP
(which I don't have).

Another possibility is that a tweaker/cache cleaner program is probably clearing the cache at every startup (Examples.. Zone Alarm has a cache cleaning feature built-in, CCleaner may be running at startup)
