disabling "some files can harm your computer..." open/save dialog box

Where in the GPO (Win2000) can I disable this? I know how to do it
locally in Internet Options (or so I've read) but I am building a Citrix
Farm of 2003 servers and need to disable this annoying box globally via
my GPO.
