Disabling drag and drop in windows explorer

Is there a way to disable drag and drop in windows
explorer to force users to use copy/cut and paste. We
have too many incidents of users accidentaly dragging
files in a directory that requires them to have modify
rights. I also posted this question in the registry
section. Thanks in advance.
