Disable USB 2.0 in XPe?

The hardware we are using supports USB 2.0, but there is a bug in the
hardware that is forcing us to use 1.1. There is also a bug that requires
the BIOS to leave USB 2.0 enabled.

Until one of the two bugs is fixed, we need to have USB 2.0 support disabled
in XPe. XPe has the USB 2.0 support tangled up with all other USB support.
You can't turn it off by leaving the component out.

Questions:
If we leave USB 2.0 component out and ignore the dependency errors, will USB
function as 1.1?
Is there a way to force XPe to only run USB 1.1 regardless of what the
hardware is?
