Disable Install Permissions XP Home

XP Home, Administrator privilege account.

Is there a way to block all software installs in an account with
administrator privileges? I realize the Limited Account feature will do
this, but one piece of necessary software requires an Administrator
privilege account.

It's not clear what the problem is-you don't trust other administrators?
Spyware?

You can set specific permissions necessary for a limited account to be
able to run software that requires read write and modify rights to it's
folder but you'll need to be using NTFS and disable Simple File Sharing
first, then the Security tab will show up in the folder's properties.
