Disable Download in IE via GPO

If I go to:

Tools - Internet Options - Security tab - Select Internet -Custom Level
Button - Scroll to Downloads and disable it prohibits users from downloading
files.

If I create a registry entry
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Internet
Explorer\Restrictions]
"NoSelectDownloadDir"=dword:00000001

and apply this it prevents users from saving but not from opening.

Does anyone know how I can enable a gpo setting to block users via the steps
done manually?

Yes. Windows Setting --> Internet Explorer Maintenance -> Security -->
Security Zones and Content Ratings
