difference between fax and email

I notice that when i try to resend an mail(that was successfully sent
previously) and put a fax number(eg. [FAX:12345678]), outlook will fail.

But if i use "forward" and put the same fax number, it will fax successfully.

Any idea why it behaves that way ?

Can we have a little more info, please? We need to know what operating
system, what version of Outlook, and what Fax application you're using.
