Dialup connection in XP with SP1 & SP2; strange behaviour

The DialUp networking feature was working fine with XP under SP1, except
that Outlook Express 6 was taking inordinate time to open.
After upgrading to SP2, DialUp Networking has totally failed. I click on it
any number of times; it does not open.
Now Outlook Express opens very quickly. And if I ask it to Send & Receive
Messages, O. E. can open the DialUp networking dialog and establish the
connection, except that now the twin-PC icon which pops in the task bar does
not blink any more. I can even ask O. E. to go offline and it asks if I want
to disconnect the modem and if I yes, the disconnection is done.

Why has DialUp networking become a slave of O. E. under SP2? How can I make
it work on its own?

I had the same problem. It's not an SP2 issue (at least not for me). It
turned out to be a virus which cripples the dial-up connection. You'll
need to keep your anti-virus software up to date and make sure to get a
good firewall to keep those pesky critters at bay.

Sorry, simple logic rules out the possibility of a virus having caused the
failure of Dialup networking functionality after installing SP2. I tried to
open Dialup Networking immediately after installing SP2 and it did not open.
There was no web connection between the installation of SP2 and discovering
the failure of Dialup Networking, not with just one but at least ten
attempts.
