DHCP stops responding

If I unplug the network cable from my server and then plug it back in, DHCP
server stops giving out IPs until the service is restarted. I am running
windows 2003 advanced server plus all windows updates and the Jet Database
service pack 8. I think this bug should be fixed so the DHCP does not have
to be restarted to get it work.
