DHCP problems

I have a newly installed Win2000 Server DHCP Server and an
existing Win NT 4.0 DHCP server.
I have created a scope with partial, non-overlapping
definitions on both servers. A router acts as the DHCP
relay for the new subnets that I intend creating and using
in the future.
The problem is that the Win 2K server does not dish out IP
addresses and I can not figure out why.
To troubleshoot the problem I activated the scope on the
Win NT server and the client was assigned an IP address
from that server but if I deactivate the scope on the Win
NT box (just to ensure that all requests go to the Win 2K
box) the client does not get an IP address assigned.
It is obvious that the DHCP relay is working since the Win
NT box responds. Both DHCP servers reside on the same
subnet.
Is there a registry setting or some kind of checkbox to
tick off to get this to work.
