I lost my desktop tab, but re-installed it. Now, it won't let me select a new
background or anything.

The Desktop tab does not appear in the Display Properties dialog box in Windows XP

Restore Desktop Display Properties:-
Line 285 Right hand side - restore display tabs.

Start>Run, and type:
regsvr32 /i shell32
regsvr32 themeui

Reboot the computer.

Delete the values "Wallpaper" and "WallPaperStyle" registry values.
