Desktop-Publishing-like Styles in PowerPoint?

I'm familiar with the master template functionality to control fonts and
bullets, but would like to know if there is a way to add a rule below text
(not using the underline function.)

I'm trying to set up a template that our whole department can use and I know
they will not be able to manage adding a rule (line) and keeping it
consistent, like it would if it were a style like in PageMaker or Quark. I
wanted to set up a subhead in Futura with a rule below, about 0p8 (8 picas or
so,) roughly the width of the text box (maybe 6 inches?) and then have the
bulleted text in a different font (Arial). Is there a way to automate this?
(Possibly in VB script?)

If I did this in Pagemaker, it would be easy: Paragraph>Rules>Rule below
Paragraph - no problem. :) Unfortunately the world uses PowerPoint! Any
help is appreciated.

It's not possible to get powerpoint to automatically add a rule that is the
same width of the text.

It's perhaps possible to do this with VBA but I imagine it would not be very
easy, as each character (as you know) can take up less space (e.g. W I M 1
etc)
