desktop properties

I have just reformated my hard rive had a virus could not
drag or drop or copy anything to cd
Have re-loaded all of my programs I am useing XP
BUT I cannot open desktop properties or control panel
display
I have for the last few days been trying a firewall called
Armor2net
Some of my desktop icons when I doulble click them seem
a bit slow in opening
my system 512 MB of RAM
