Desktop Icon Names

A club member has two computers. On one the desktop icon names are normal.
On the other, the Icon name is black font on a white background. Naturally,
he would like the black font on a white background on both. How can I help
him?

Ayush,

I returned to the club member's home this afternoon, and what he really
wanted was transparancy in the text field below the icons. I could not
locate anything but solid colors.
