Deskto themes defualts back to windows modified upon logging in

I have installed windows xp pro sp3 and have three user accounts the
administrator works fine however my other two account when i change the
desktop theme it applied while i am logged on, However once i log off and
log back on it always defaults to windows xp modified.
I have searched all over the web and have found nothing to help me with this
problem. I just printed a bunch of stuff from Kelly's corner but am not
ready to manually change the regedit files as it seems i might have to.
I have gone through display in control panel and nothing is checked that
might interfere.
I am desperate for help on this matter if anyone can help i would
appreciated it.

Posting in a .NET programming discussion group is unlikely to get you the
help you the help you need.
Try this to locate a Windows XP group.

As you appear to be using a web interface, start here to find an appropriate
group:

http://www.microsoft.com/communities/newsgroups/en-us/default.aspx

Click the + beside your language. then scroll down to Windows. In Windows,
open the category for Windows XP, then find a group there to
post in.
