Deleting Outlook Express Files without Opening Application

Any ideas on how to delete files within Outlook Express
without opening it? My wife has 400+ e-mails in
her "deleted Items" file and the app clocks when we try
to open it. It is automatically trying to receive e-mail
and I think she has too many e-mails in her inbox+deleted
items folder. My CPU usage goes up to 100% and stays
there while the program clocks. Any other opinions/ideas
would be greatly appreciated.
