Is the default user profile for distributing settings for users
logging on to the workstation?
If I configure 1 user profile and copy the profile's files under
Documents and Setting to the Default user folder are they copied to
new user profiles logging in to the workstation?

How to create a custom default user profile
http://support.microsoft.com/kb/319974
A custom default user profile is helpful if several people use the same
computer but each user wants a separate profile and access to shared
resources. When multiple users log on locally to the same computer, Windows
XP uses the built-in default user profile as a template to assign a profile
to each new user. You can replace this built-in profile with a custom
default user profile so that each new user receives a custom version of the
profile.
In short - a default user profile is the template for all *new* users that
logon to a machine or - if you wish - into a domain member machine. However
you setup the default user profile, the *new* users will get those default
settings. Look and feel included. If you are not using "Mandatory
Profiles" or otherwise deleting the users locally stored profile (or network
stored roaming profile) - then they will not get this default each
subsequent time they log into said machine - only the first.
