In Outlook 03, shortcut key "Alt + S" was default to save and close items
in Tasks and Calendar but does not appear to be in 07

No, this has changed. Instead of pressing multiple keys at once it has
changed to key sequences. In this case Alt, H, S.
CTRL+F4, ENTER also does the trick.

I understand this has changed but not sure why. ALT+S was extremely
convenient. On the scale of 1 to 10 the loss of this feature is a 4 to me -
just short of being a major pain. Does anyone know why this long term
keyboard shortcut was removed? And, more importantly, will it be put back
in either the next beta build or the final release?

Also the other key sequence is ALT+F4, ENTER.

You can expect to see a change by the time Outlook 2007 ships.
