Default HTML Editor keeps changing back to FrontPage even
though I select Dreamweaver. I have tried closing and
restarting explorer

You may have malware on your system. Try the following and see if it helps.

Download, install and then Update the SpyBot and AdAware before running.to
be sure they have the latest definitions. Then run all programs.
