DC doesn't have a FQDN - causes dc promo issues

I have a single domain, with a single DC. In server
properties, the server name is just SERVER not
SERVER.DOMAIN.COM. I have 1411 errors in the DS logs that
go:
The Directory Service failed to construct a mutual
authentication Service Principal Name (SPN) for server
SERVER. The call is denied. The error was:
A Service Principal Name (SPN) could not be constructed
because the provided hostname is not in the necessary
format.

The record data is the status code.
Status code is: 0000: 6a 21 00 00

I also have 1625 errors that say:
The attempt to communicate with global catalog \\SERVER
failed with the following status:

A Service Principal Name (SPN) could not be constructed
because the provided hostname is not in the necessary
format.

The operation in progress might be unable to continue.
The directory service will use the locator to try find an
available global catalog server for the next operation
that requires one.

The record data is the status code.
same status code

Problem is when I run Dcpromo on another server to
promote. I get an error that basically say the same thing
as the 1411 error, and DCPromo fails. This is bad. What
should I do?

Hello,

You can also contact Microsoft (1-800-936-4900) to obtain a tool
(FixDomainSuffix) that you can run on this server to repair the Disjointed
Name Space.
