We want to redeploy some XP Pro systems but first want to fully wipe the hard
drive to remove all traces of confidential information. The systems didn't
come with recovery CDs or OEM XP CDs. The systems do have a hard disk
recovery (F11 for IBM, for example) option, but that will be destroyed by
wiping the drive. Is it possible to wipe the drive and reinstall XP
without a recovery CD or XP CD, by somehow temporarily transferring the hard
drive XP backup image?

No. You'll have to read the computer manufacturer's documentation
on how to reformat the drive and reinstall Windows XP using the
hidden partition.
