Customizing Notification Area icons

In Taskbar Properties, having check marked Hide Inactive
Icons, the menu choices for the various icons is frozen
at Hide when inactive, and although the arrow is there to
afford other choices like, Always On, the menu will not
open. All the icons are frozen to whatever setting I'd
chosen at some previous time.
How do I unfreeze?

Try resetting the settings: "How to Clear Past Items from the
Notification Area" (http://support.microsoft.com/?kbid=283084).
