CSV windows translator Outlook 2003

I would like to import contacts from an excel spreadsheet into my outlook.

unfortunately, I can't get the import/export tool to work. I get an error
message that says outlook cannot start the required translator, and to I want
to install it.

When I click yes to install it, I get an error that says it can't start the
required translator b/c the feature is not available.

Anyone know where to download the correct update?

try repairing the outlook or office installation and having it set to run all
features from the local machine.
