CSRSS.EXE

My dialer wants to constantly try and dial, I have run Spybot, adware,
Nortons etc. I have checked my Start up Directory etc.
If I run my browser, the dialer will drop me after a few minutes and I get
this message

Error in winsock module
Connection structure unknown

Possible reason:
Your Firewall and/or Antivirus application block the
System file: csrss.exe

Make sure that “csrss.exe†can connect to the Internet.

Any ideas what CSRSS.EXE is? who it is? What programs controls it?

I have a HP with the HP CDs and I do have a Repair Directory with some
files in it, but am unable to execute the files.

Google yields almost 67,000 hits on "CSRSS.EXE." You might start there.
